The rally began in 1938 as a small event for Indian Motorcycle riders. Clarence "Pappy" Hoel, a local Indian Motorcycle dealer, organized the event in order to promote his business and to give motorcycle enthusiasts a place to gather and ride.

Sturgis has less than 2,000 people. Q: How do you fit all of those people in a small town? A: The Rally is held at the Union County Fair & Expo Center less than a mile from the town on lots of acres. Q: How much does it cost to attend the Rally?

The first rally was held by Indian Motorcycle riders on August 14, 1938, by the Jackpine Gypsies motorcycle club. The club still owns and operates the tracks, hillclimb, and field areas where the rally is centered. The first event was called the "Black Hills Motor Classic." The founder was Clarence "Pappy" Hoel.
